Mozambique and the European Union signed four investment agreements worth 178 million euros ($206 million) to support essential sectors and boost development.

The deals, signed at the second Mozambique-EU Business Forum on 9-10 June, fall under the European Global Gateway initiative .

The package includes 40 million euros to expand electricity access to more communities.

Another 28 million euros will accelerate the digital economy transition, with a focus on women.

Education and training receive 50 million euros to prepare young people for a digital and sustainable future. Agricultural businesses and green value chains will benefit from 60 million euros.

Economic slowdown

The partnership comes as Mozambique’s economic growth slowed to 0.5% in 2025, according to World Bank data.

Post-election unrest, budget pressures, and foreign currency shortages weigh on the economy. Public spending declined, mainly due to reduced public investment.

The government reduced the budget deficit from 6.1% to 4.1% of GDP, but this limited investment spending and service delivery.

Reforms and cooperation

To attract more investment, the Mozambican government implements several business climate reforms.The Agency for Investment and Export Promotion (APIEX) promotes national exports and guides investors through administrative procedures .

Mozambique and the EU cooperate across multiple areas, including security, trade, investment, development, humanitarian aid, and political dialogue .
