Vusimusi « Cat » Matlala, a central figure in a major police corruption inquiry, has pleaded guilty to fraud, corruption, and money-laundering charges as part of a deal with state prosecutors.
Matlala was accused of bribing top police officials to secure a 360-million-rand ($22 million) tender for his health company, Medicare24, in 2024.
The plea deal, pending magistrate approval, would see Matlala testify against « high-ranking officials, » including Police Chief Gen Fannie Masemola, who denies the charges. If accepted, Matlala would serve eight years in prison.
State advocate Santhos Manilall said negotiations took nearly two months, adding that the « sacrifice » of a lighter sentence was worth it, as the state now has unprecedented detail from an insider.
However, the Democratic Alliance junior partner in the governing coalition of South Africa condemned the arrangement as a « sweetheart deal » and « a betrayal of accountability. » DA justice spokesperson Glynnis Breytenbach called it evidence of a two-tier justice system.
Matlala, also facing a separate murder charge, has been named at the Madlanga Commission as part of a drug-trafficking cartel.
He denies these allegations. A magistrate’s ruling on the plea deal is expected next week.
